Of course to put the icing on the cake, when the NWA had another tournament to crown a champion once they officially divorced from WCW, it ended up being the Shane Douglas fiasco. In less than a year, two of the Big Three promotions of the 90s split off of the NWA.

One title didn't magically become the other, but it certainly appeared that way on their programs because they described the promotion as both the National Wrestling Alliance and World Championship Wrestling. They gradually began to place more emphasis on the WCW name until the NWA name eventually disappeared, and nobody really knew any different since it was no longer apparent that the NWA was still a separate organization and had other members. 

They started calling it the WCW World title around January 1991, well before Flair left with the big gold, There was/is even a video up on either You Tube or Daily Motion where Gordon Solie refers to Sting as "World Championship Wrestling's heavyweight champion" in the aftermath of Starrcade '90. So Luger was not the first person billed as WCW champion, even if he was the first champion to not wear the big gold.

In theory the NWA and WCW heavyweight titles were supposed to be on equal footing, but the WCW title was consistently called the world title while they didn't always emphasize it with the NWA title. In fact, the on-screen graphics introducing the champions always read "WCW World Heavyweight Champion" and just "NWA Heavyweight Champion". The tag champions were called "Unified World Tag Team Champions" until the "unified" part eventually disappeared from the title.

The WCW International title was created in the aftermath of the WCW-NWA divorce and had nothing to do with the NWA title, even though they made it appear as if it was the same title. After WCW didn't renew their membership in September 1993 they started calling the gold belt (which they legally owned) the "World Heavyweight Title" because they could no longer use the NWA name. Then sometime after Rude's victory over Flair it was announced that WCW didn't recognize any organization or world heavyweight champion other than the WCW World champion, but IMO they still tried to make people think that it was the NWA title even if they didn't actually say so. It wasn't too long after this that they subsequently came up with the story that their "International Board of Directors" recognized Rude's world title so the rest of the organization had to follow.

Likewise, the International World title was discontinued/unified with the WCW World title in June 1994, two months before the NWA had their tournament at the ECW Arena where Shane threw the belt down. They did not have a champion from September 1993 when WCW pulled out until that point.
