I just logged into Peacock on my Roku and all the WWE stuff is pay tier, none of it free..

Did you try accessing Peacock via Xfinity's Flex streaming device? If you get Internet via Xfinity, you should be able to get a Flex device for free. Then you will be an Xfinity Flex user and you will get Peacock Premium for free.
