Bundy was very unhappy the way he was used in his last run during the '90s (Million-Dollar Corporation era) and he and WWE were not on good terms. Then you have the same issue that prevented Honky Tonk Man from going in, the onerous legends contract that really hurts if, like Bundy and HTM, you're still doing indy shots every weekend and autograph signings and conventions. Bundy was working a ton in the northeast especially up until the last few years. And then of course the concussion lawsuit, which was building for a long time because of Bundy's unhappiness with the company. So he wasn't going in alive.
