They did it on the August 24, 1998 episode of Raw. Shamrock won. Severn is a horrible promo, which is not what Vince was looking for at that time.

Severn was not a fun pro wrestler to watch. I couldn't care less about his promo skills - he just didn't translate to the pro game. If it were the '70s, he would have worn a mask, had a manager, and been a Super Destroyer, a War Machine, even a masked Russian. But in the '90s? He was Dan "The Beast" Severn and he was a bland pro that nobody believed was actually doing damage. As a UFC fighter, he was very dangerous.

The timing was wrong, if these guys were in their prime today it could be marketed and their would be an audience but back then I don’t think Vince could have paid people to care.

They put Severn with Cornette and he had the NWA title, so there was a semblance of a story there (Jeff Jarrett had the NWA US title, remember that?).

Severn did have one moment when it looked like he was turning face, and his physog changed from the usual businesslike wrestling machine to something almost unhinged. There was something there had they unleashed it, but I think his run was essentially done and dusted by then.

Severn was DOA. His promos sucked, his voice was easy to make fun of, and his matches were boring. As a pro wrestler, he wasn’t at Shamrock’s level. Even their UFC fights sucked so no one wanted to see them wrestle.

Shamrock steam rolled Severn in sports entertainment. There was no way for them to be equals in this realm. Even with a mouthpiece, Severn was just a boring professional wrestler to watch.

A Ken Shamrock vs. Dan Severn feud never really got going in the WWF because neither wanted to job to the other due to political reasons going back to their once and future MMA careers. Ken wound up largely feuding with Owen Hart as a surrogate for Severn with Dan training Owen for a Lion's Den cage match at Summerslam '98. Dan and Owen later turned on each other and briefly feuded. I think Ken and Dan both did some stuff with Steve Blackman as well largely because neither could face the other and come out on the wrong side of the match, something that made any feud between them pointless.
