The Pottsville Maroons and Detrot Panthers were the top defenses that year.

!.  Cleveland

2. Volek

3. 22 Canton Bulldogs

I can't find one lower than 22 Canton, unless you count the APFA, in which case it's the 1920 Akron Pros.

The site I'm using says the Cardinals were the 6th top defense with a total of 65 pts allowed for an average of 4.6 ppg.

Are you counting the 23 Cleveland Indians who didn't allow a single point (because for whatever reason, they didn't play a single game)?

The site I am looking at does say the 23 Canton Bulldogs (who allowed 19 pts in 12 games) were secand and the Cleveland Indians were first with 0 pts allowed, but they never even played.

I thought the 22 Canton Bulldogs gave up 15 points in 12 games?

Okay I have the 1920 Akron Pros as being right ~ 7 points in 11 games. I think my "your close" post hit the board a second after Bayou Boogie's post mentioning them hit.

They did. They are the ones that I thought were the right answer, but Beej said someone had a lower average.  The only one I could find was the 23 Cleveland Indians who never played a game but are still in the books for some reason.  I only mentioned the 23 Canton team because they are listed as the number 2 defense that year behind the inactive Cleveland team in the database I am using.

Yeah, I wasn't sure if "your close" was to the 22 Canton team or the 20 Akron team.

So:

1. Cleveland

2. Volek

3. 1920 Akron Pros

I was looking for NFL teams, not APFA teams. :-)
