I think it's a combination of the two most popular scenarios, I think she stepped down to let whatever scandals that pop up blow over with her not being a sitting governor. Seems like she (or her staff) is banking on whatever happening not making the front page if she lays low for a few months. It also gives the right wing a "that's old news that no one cares about" out if/when she runs for President and is asked about it.
