The first real Raw moment.  I loved it.  The Lightning Kid was the indy sensation of the day, the equivalent of whatever ROH star is super over these past few years.  I was watching him on ESPN with the GWF.  There was a lot of smark excitement when they brought him in, but I remember talking to my friends in high school about it and everyone was so pissed he was being used as a jobber.  When he scored this win, it was just so un-WWF and legitimately different.  The WWF had never really pushed anyone who looked like Kid and had his style, and having him beat Razor and prove that "anything can happen in the WWF" made Raw seem must-see.  It was a great way to mock the past of the syndicated taped TV shows where jobbers never won and show that Raw was bringing wrestling into a new age and these shows were important.

This is one of those events that gets lost over time.  The significance of this happening at the time cannot be overstated.  This was unbelievable.  It was a great episode too.  I believe Jannetty came out and beat HBK later for the IC belt.  May 17, 1993.

I believe there was a bit of a 'set up' with this with 'the kid' losing on RAW a couple times the weeks before

Yes, I can't remember who he was squashed by previously, Yokozuna and Crush ring a bell but I could be totally wrong.  But he lost 3 or 4 matches in the previous weeks as a full-fledged jobber, always with a different name. But he still wore his awful indy tights with the lightning bolts and "L. Kid" written across the ass even though he was never billed as Lightning Kid in the WWF.  I think one week was Kamikaze Kid, another week some other Kid.  When he beat Razor, Vince was joking that he was just The Kid this week.  That all led to him being billed as the 1-2-3 Kid since he didn't have a better name and the fans were chanting 1-2-3 at Razor after he was pinned.

He was Kamikaze Kid when he got beat by Doink and Cannonball Kid when Mr. Hughes destroyed him. Then he was just the Kid when he upset Razor Ramon. This loss was the start of the Razor Ramon babyface turn. The idea was losing to the 1-2-3 Kid taught him humility.

Got the crowds chanting 1-2-3 at Razor and gave The Kid a name all in one shot

I remember watching this live and it was truly a mark out moment. It worked so well because RAW at that time was still chock full of jobbers who well....did the job every week. Waltman looked like nothing special and Razor was in the midst of a strong main event push. It was truly a total surprise. You could never pull something like this off nowadays.

My brother called me about a year earlier saying he saw some "crazy wrestlers on ESPN in the middle of the night and you should check it out because it was the best match I've seen in years".  He was talking about Lightning Kid vs Jerry Lynn in Global.  So when I watched them go, I knew Waltman could wrestle, and I watched him hit the WWF and go against guys 100lbs heavier than him and didn't understand why he'd take that kind of beating for jobber pay.  Then he pinned Razor and I literally jumped off the couch when it happened.  I totally didn't expect it at all, and I was excited that they were actually going to let the Kid go all out.  That was when RAW could be counted on for the unexpected.  I didn't read the sheets at all then, we used to call "The Slammer" on his hotline from the Daily News and we didn't realize that Flair was going back to WCW until after he lost to Hennig in the Loser Leaves Town match on RAW.  So we had zero idea that Waltman was going to be pushed until he pinned Razor.  This was a great time, just pre-internet and when info took a little while to get around.  I think that wrestling could use some more of this, instead of assholes like TMZ hanging around airports trying to dig dirt.  The element of surprise is the thing that wrestling needs in 2018.

One thing that worked with the upset was that Waltman was only around going jobs for a couple of weeks before the upset. It wasn't long enough for him to get stigmatized as a jobber which would have made getting him over after the win harder. If the WWE decided to have someone like Apollo Crews or Curt Hawkins get an out of nowhere clean win over someone like Nakamura or Owens, the fans would have a much harder time buying the subsequent push.
