You are absolutely right. I guess the cop was waiting for backup before using the taser, but damn! I was getting pissed listening to that crap. I'm guessing that the guy gets back in his car, the policeman walks up, checks his license and registration, makes sure he's not drunk, tells him about the crooked plate and every one is on their way.
There is no need to be a dick to the police guy in this situation.

Convenient that they threw him behind his car though so that the camera couldn't pick up what was happening. Sounds like they repeatedly tased him after he was already down and threw some punches.

Tasers record how many times they are activated. The article says 6 and I suspect that isn't just some random guess..
I'm not sure what punches sound like.

You should always comply with the simple commands of the police.
That said, the officer doesn't get a free pass either. He was more concerned with his testosterone-jacked ego's offense over the non-compliance rather than actually de-escalating the situation. "What's this about?" is not a particularly difficult question to answer.
