Is this really a thing? Even if it exists in some fashion, I doubt she can take "any degree she wishes."
There must be caveats, though. Can you go to Harvard of Yale? Can you study medicine or law? What if you have terrible grades, or didn't finish high school?
I'm not sure if it's the same deal, but a friend of mine was wounded in Vietnam. His daughter was awarded more than a years tuition for a limited numbers of years. 45K for 5 years seems familiar, but don't quote me on the numbers.
