Notice the video misses the Cowboy defender pulling Pettigrew's jersey, and it cuts out before Dez Bryant runs off the bench to argue the flag without his helmet on (an unsportsmanlike conduct penalty). So the Cowboys outpenalized Detroit 2-1 on that play. The unsportsmanlike conduct penalty only applies to players who remove their helmets, while participating in the current play. Dez obviously wasn't participating in the play, thus there was no penalty called. It was a stupid move on his part, but it wasn't a penalty. There should have either been no flags tossed on that play, or flags on both players, which would have resulted in off-setting penalties, and the Lions, who had only managed to score 3 points in the second half, would have been forced to punt anyway.
The NFL really needs to stop breaking up the official teams for the playoffs, though, and rank them as teams going into the post season so they can continue to work together. There shouldn't be communication issues in games this important, there just shouldn't. The main stream media today was acting like that one call in Dallas was the only one this weekend that was controversial. Did none of them watch the Arizona v Carolina game? The officiating in that game was horrific, and it wasn't just one call, it was calls the entire game.
