It probably varies state to state but for the NY-NJ situation, you pay 100% of your income tax in NY and your employer withholds NY taxes.  NJ then gives you a credit for the amount already paid in NY, but you wind up paying at least a little something to them too because the credit rarely seems to cover it.  You're still of course paying your local taxes for where you reside and that will go to NJ instead of NY.  You're better off on that end because if you live in NY, you pay state, city, AND local taxes, and NJ should only have state and city taxes.  The bottom line is, you're getting fucking taxed out the ass no matter what so don't worry about it.
