I believe at different times WCCW, Southwest, WWF and Mid-South / UWF provided the talent and booked the shows to Paul’s liking while still using a few proven Houston areas draws. I also believe Paul was a member of the NWA which is why he had title matches but something about Harley no showing an event created bad blood. 

From listening to Bruce’s podcast when Vince finally took over the WWF aired locally but Paul took liberties at times with the TV like when he played the steamboat v Macho wm3 match on tv 3 weeks in a row.

Bockwinkle had a piece of Houston if I remember correctly which is why he appeared at times.

Some or all of this could be wrong; this was all gathered from me listening to a few different podcasts (something to wrestle, the 605 and possibly Cornettes show)

JCP had a few Houston / Paul shows after the WWF take over but I think those are a different deal.
