 Mad Dog was active in Winnipeg earlier in 1985 as well, acting as special referee for a Martel vs. Zurkov AWA title match (second match of their trilogy).

I suspect that it was Vince letting him do his thing for that little bit as part of what was agreed upon when he jumped from the AWA.
No reason for Vince to care much at this point. He was about to get Winnipeg anyway, and Vachon's initial arrival in the WWF in June of 1984 was long past, when it was designed to be a kick to Verne's sack more than anything else.
