The only problem I see is that if Hilary was President and then she passed on, you would have someone [in effect] gaining a third term in office.

That's not a problem, term limits refer to consecutive terms.

Bill could legally run again if he wanted to; the law is one cannot be elected to more than two *consecutive* terms.

I don't know where you guys are getting he can run again. He's been elected twice. That's it. Doesn't matter if the terms are consecutive,  two times, and you are out forever, barring another amendment.

AMENDMENT XXII

Passed by Congress March 21, 1947. Ratified February 27, 1951.

Section 1. No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of President more than once. But this Article shall not apply to any person holding the office of President when this Article was proposed by Congress, and shall not prevent any person who may be holding the office of President, or acting as President, during the term within which this Article becomes operative from holding the office of President or acting as President during the remainder of such term.

So, he can't run again. In addition, since he isn't constitutionally eligible to be president, he isn't constitutionally eligible to be VP, according to Amendment XII

no person constitutionally ineligible to the office of President shall be eligible to that of Vice-President of the United States.
