He was carrying the SF version of the US Title in his match in January 1977. He wasn't actually the champ at this time, Mr. Fuji was, but he was leaving the area.  Pat, the booker, had possession of the belt.

I thought it was this but looking at his title list I didn't see him holding it.  Looking at results for the card they called him North American champion.

You are right, they did call him the NA Champ.  But the question was, what belt was he holding.  He was physically holding the SF US Belt...even though he wasn't champion yet.  Fuji was either on his way out, or was already out, and the title was going to be vacant, and Patterson won the tournament final to become Champ.  But as booker of the promotion, he was in physical possession of the belt.
