Question - did they really mean for him to be a face, and he didn't catch on, so they turned him heel? Or, was that the plan all along.

Was he ever a face on TV at all?  I don't remember seeing him have even one match as a face?  I'm not even sure if he wrestled any house show matches as a face.  It seemed like he cut some face promos and then came in as a heel, but I always thought that was the plan, like he was being disingenuous in those early promos (like the Rougeau Bros. and other heels who thought they were faces).  If they really changed plans, that was a lightning quick change in direction.  Hard to imagine that they ever thought an Elvis impersonator would get over as a face though.

I think I remember him on the weekly shows debuting as a face, saying he was friends with Hogan, but I may be (usually am) wrong.

I definitely remember him saying he was friends with Hogan.  I just don't remember him actually wrestling as a face.

He was a face ontv for maybe a month or so in September/October 1986. He actually had a house show run vs. Randy Savage for the IC title immediately apon debuting believe it or not. HTM won pretty much every match by DQ or countout. Obviously Vince was high on him... Probably literally high knowing Vince in the 1980's.

I remember him having skits where he was 'asking for a vote of confidence' from the fans.

Very faint memory though.

He came in as a face and it flopped hard. He had a match with Iron Mike Sharpe where the crowd was actually cheering Sharpe!! Even Mike was shocked it was happening. :)

I *LOVED* when he was on the Snake Pit, and screamed "My mama named me the Honky Tonk Man cuz I was born on a pool table at Joe's Bar and Grill in Memphis Tennessee!"
hahahah I used to laugh so much at that one. The canned boos sounded great too.

Like Spivey replaced Windham and Kirshner replaced Slaughter and Afi replaced Snuka, I remember thinking that Honky was supposed to be a copy of  Lawler. I remember he even pulled his suspenders down and the second rope fist drop.

Savage was cheered in Philly since his debut. Nothing out of the ordinary there.

They had various babyfaces endorsing him when he first came in. JYD brought him out to the ring and Hogan even put him over in an insert promo in one of his first, if not his very first, televised match. If the intention was to turn him all along I seriously doubt they would've gone to that length, especially with Hogan. I think Vince was hell bent on pushing him as a babyface, but they recognized that nobody was buying into it so they did the whole vote of confidence thing as a way to turn him.

As for his brief stint in WCW in 1994, he was fired for refusing to job for Johnny B. Badd at Starrcade. He allegedly wanted more money, but Bischoff denied that part.

Vince would probably try to make u believe it was planned all along but Honky Tonk himself said it was not planned. They legit wanted him as a good guy. Vince thought little Kids would love him. Honky says he tried to tell them it wouldn't work and that he was best as a bad guy but Vince would not listen.

I have seen an interview where he says that Gorilla Monsoon was "like a father to him" as well.
