I watched a mini documentary on Boesch & it stated that Houston didn't have champions, but that Boesch brought in the champs from other territories to wrestle on his shows.  I wasn't sure how accurate they were, so what can you tell me Boesch & Houston.
So far that's what the matches I've seen look like.  He brings in guys from the NWA or AWA or Watts.

How did that work?  Was Paul so well liked that promotors didn't care if he borrowed their stars?

I believe at different times WCCW, Southwest, WWF and Mid-South / UWF provided the talent and booked the shows to Paul’s liking while still using a few proven Houston areas draws. I also believe Paul was a member of the NWA which is why he had title matches but something about Harley no showing an event created bad blood. 


From listening to Bruce’s podcast when Vince finally took over the WWF aired locally but Paul took liberties at times with the TV like when he played the steamboat v Macho wm3 match on tv 3 weeks in a row.


Bockwinkle had a piece of Houston if I remember correctly which is why he appeared at times.


Some or all of this could be wrong; this was all gathered from me listening to a few different podcasts (something to wrestle, the 605 and possibly Cornettes show)


JCP had a few Houston / Paul shows after the WWF take over but I think those are a different deal.

Unlike the other "one city territory" St. Louis, which had its own title, the Missouri Heavyweight Title, Houston didn't have any of its own titles. Whichever promotion Boesch was booking the majority of his wrestlers from, those titles would be defended in Houston. With regard to bringing in "outside" talent, Boesch would have had to do some sort of deal with other promoters to bring them in.

For years, Houston, Dallas (McLemore and Fritz), and San Antonio (Blanchard) were basically the same territory with different booking offices/TVs. Around 1980, the promotions split from each other, with Fritz forming WCCW, Southwest running San Antonio, Corpus and the Valley, and Houston using Southwest's talent.
Around 1981, Boesch cut ties with the NWA after Harley Race no-showed a scheduled title defense (a few years after his famous no-show at the Summit, where he claimed no one told him it was an afternoon show, and he showed up as fans were leaving). He began using AWA champion Nick Bockwinkel, and Bockwinkel did in fact briefly own a piece of the office, and plans were in place for Boesch to retire and Nick to take over the promotion.
In 1982, Bill Watts bought into the promotion and Boesch began using his talent. Bockwinkel appeared on shows through the end of 1983, and he eventually sold his shares of the office back to Boesch. Boesch began using the NWA Champion again (Flair) in 1985.
Boesch did bring in stars from other territories, such as Sammartino, Lawler, Tommy Rich, and a bunch of "Mexican" stars such as Jose Lothario, Mil Mascaras, Gordman/Goliath, Al Madril, etc.

Regarding titles in Houston, for years the talent in Texas, outside of the Amarillo booked towns, was shared by the cities, but not the TV. Fort Worth was on Monday, Dallas was on Tuesday, San Antonio was on Wednesday, Corpus Christi was on Thursday, and Houston was on Friday. The weekends were for non weekly towns and the promotions ran spot towns apart from the main weekly towns during the week. All used the same guys and the same championships. However, Dallas-Fort Worth, San Antonio/Corpus Christi, and Houston all had different TV shows and consequently different angles and feuds sometimes. Houston brought in big national names as outsiders. Because of the large amount of Spanish speakers who watched the Los Angeles promotion on the local SIN affiliates in South Texas, San Antonio and Corpus Christi would sometimes bring in LA guys like Black Gordman and Goliath.


Around 1980, Joe Blanchard started using his own crew and titles, breaking off from the booking office Fritz Von Erich ran. Boesch made a break with Fritz and used Blanchard's guys starting in 1981. Wahoo McDaniel was booking Southwest for Blanchard and was a megastar in Houston which made the break an easier move for Paul Boesch. When things went south with Blanchard, Boesch moved over to using Mid-South guys and then went with the WWF for a few months before retiring after Watts sold to JCP. Later Boesch assisted his protégé Peter Birkholz when he ran JCP cards in Houston after Boesch's retirement.
