I think the days of any dead wrestlers going into the HOF proper on their own are over except for some very special circumstances; namely somebody from the expansion era onwards who isn't in and died a dignified death like a courageous fight against cancer, a car accident or in some heroic fashion rather than an OD, suicide, having a steroid and drug ruined heart stop at age 45, and so on. At this point, I don't think there are any wrestlers out there from the pre expansion era that would get the solo call. Ray Stevens was there for the picking when WM31 was in the Bay Area, but he wasn't put in and missed his window. The Legacy group will now mop up a few mostly deceased stars ever year with some photos and clips being shown in a brief montage as the WWE's answer to the In Memoriam montage at the Oscars rather than having the relatives of say Ray Stevens or Wahoo McDaniel coming out for a solo induction speech by non public speakers for someone most of the audience is too young to have seen or remember.

Yes. Plus with Jim Neidhart, you also get Bret Hart inducted and at the ceremony for the bargain and Natalya is on the roster. Had Jim been a solo star or the teammate of a less famous star or not had a daughter on the roster to give a tearful induction speech, my take is he'd be on the outside and get mopped up in a Legacy grouping at some point.
