Did these 2 ever have a 1 on 1 match with each other? And also did Honkytonk Man ever get a title shot at an NWA champion?

As far as my records show, HTM never shared a ring with Flair in any capacity, and never challenged for the NWA title.

The people over at Clawmaster’s archives forum may be able to help you.

They had always me in the past.  I am not sure if they still monitor the board.

Other than WCW I don't remember the two even possibly being together in the ring

Wayne Farris spent most of his pre-WWF days in Stampede and Memphis, two places that Flair didn’t travel to often. I’m fact I don’t think Flair ever went north except the Toronto shows that the NWA ran.

Flair faced off vs Nick Bockwinkel for the NWA title in Winnipeg in early 1986. He also faced Rick Martel in Montreal in mid 1986 But for the most part, it was Southern Ontario for Tunney.

Flair also did a couple shots in Nova Scotia in 1984. He defended the NWA title against Stephen Pettipas at the Dartmouth Sportsplex (across the harbor from Halifax).

The same month, Rick Martel defended the AWA title against Leo Burke at the Halifax Forum.

There were two rival promotions running The Maritimes during 1984.
