Does anything make this chick stand out from the other refs? Does she bump? Is she so bad it's good ala Gilberto Roman? Is she an authoritarian type ref who doesn't take guff from anybody? Why should we, the WWE Universe, care?

Same question that I asked myself. The only thing that makes any sense would be more opportunities to work/more money.
At some point in the past it would have been a promotion, something on the level of going from a AAA team to Major League Baseball, but is NXT still considered to be "developmental"?
Ciampa went out of his way to say it was a “lateral move” for storyline purposes, but make no mistake about it, WWE is promoting her. For referees at least, NXT is still developmental.
I think a main roster contract is much more lucrative than a developmental contract. So there's that. WWE has a four-tiered system now. There's a training level for guys who aren't ready for anything yet, then they move onto to the NXT Florida circuit, then NXT TV and the NXT live shows outside of Florida, and finally, the main roster.
As to the Jessika Carr promotion. Does this have something to with the "push" that Aubrey Edwards is getting in AEW. She is definitely over as much as a referee can be over.
