NOAH and DDT are merging to form a new promotion called Cyberfight.  Both companies shared a corporate owner so this union wasn't completely out of left field, but NOAH was the 2nd biggest company in Japan over the past 20 years, so re-branding is a pretty big deal.  Also, stylistically, the 2 companies are very different as NOAH is very traditional and DDT is an underground promotion with lots of quirks and comedy. 

DDT founder Sanshiro Takagi has been named President and NOAH's Naomichi Marufuji will be Vice President of the new company.  Takagi said the merger is due to financial hardships during Covid.  The change goes into effect on September 1.

This happened several months ago actually. With the COVID, it's just being announce now. DDT's parent company bought NOAH if I remember correctly, right before the COVID outbreak. It's really not going to do much in regards of removing NJPW as the #1 company in Japan. AJPW, might suffer slightly as the #2 company.

Is there any #2 in Japan anymore? Is not it really NJPW and then everyone else??

AJPW has had a really good last 2 years. The action has been pretty decent with SUWAMA, Kento Miyahara, Jake Lee & Shuji Ishikawa ( current booker) on top. Naoya Nomura is one of their stars, but he's been out injured for around 5 months with a neck injury.
