I checked my original source again and supposedly it comes directly from Billboard after discussing with a Ticketmaster rep. So either they're back-tracking or someone needs to be fired. Right now, I'm thinking this is some major back-tracking. They're playing semantics that this isn't in place yet (no shit), but not really denying that this is going to happen.
