It's Phil Zacko

Zacko was the promoter for MSG (New York) , The Spectrum (Philly) and the Civic Arena (Baltimore)

That picture is probably from 'Channel 9' New York as I don't recall Zacko ever being on camera.

Zacko probably is (didn't look) in the WWE Hall of Fame (quietly) 

He goes back to the early WWWF when you'd hear Vince Sr owned it, Gorilla Monsoon had a piece of it as did Zacko. Going off memory on all that though.

You're right. It is Phil Zacko. But he wasn't the promoter for MSG; that was Vince's dad. He's not in the WWE HoF nor a Legacy inductee.

Arnold Skaaland was also a partner in Capitol Wrestling Corporation.
