Blackwell was a perfect fit for the AWA. He wasn't that athletic ( but he was agile for a big fat guy). In the WWF, he would've even a 1-2 done with Hogan and then slide into an Akeem type role. In JCP, he would've not fit in at all, as most of the top tier guys could really move.

I have heard that he had a deal with Vince in the summer of 1984 done, between the June battleroyal where Sheik et al fucked him up and his return in September. Rumor is that he walked into a St. Louis WWF locker room and got cold feet, and bailed, returning to the AWA for his future program with Brody.

As a fan I'm glad it went that way, as I don't think Vince would have used him as more than a mid-card guy, and probably a losing one not too long into his time there. Blackwell's future health problems probably would have cemented that sort of timeline for him in WWF land if nothing else.
Greg Gagne talks about it in a few shoots.  Specifically regarding @ SuperClash 85

As much as I am an AWA guy and liked Blackwell's work, I just cannot imagine him in the WWF unless it was in some sort of role like Uncle Elmer.

This might be one case (of many) where Greg is full of it. I don't doubt that there might have been some "come to the NWA" talk in the dressing room that night, but actually trying to recruit Blackwell makes little sense in that time frame. The Roadies and some of the others, sure.
