I seem to remember the couple of Dream Team promos I saw were just Hart and Valentine, with Beefcake looking smug.

100% true.  Actually, at the beginning of the team and really until Hart split off for a bit to work Bad News, Neidhart was absolutely the better of the two.  Hart talks in his book about how bad he was and that he had to wear sunglasses in all of the interviews because he was a deer in headlights.

You probably meant Valiant, correct?  The team used both managers at the VERY beginning of the run, but the number of promos with both had to have been very few.

I thought by 89/90 Bret started to get it going, I remember a few funny promos with Brett attempting to calm Jim down and such.

  This. At first, Bret was silent, occasionally mumbling while Neidhart carried the promo.
Then Jimmy Hart became their mouthpiece.

Dennis Condrey adn Stan Lane were light years ahead of Bobby Eaton even though Cornette did much of the talking for both teams.

Mr. Wrestling II when he teamed with Hercules under a mask.(Midsouth Mr. Wrestling II became Mr Wrestling while Hernandez took the Wrestling II designation)

During the Hardys white hot run in the WWF Matt carried the load of the promo work.

Justin Credible was infinitely better than Lance Storm.

JBL carried the load with the APA.

Ken Patera thankfully did 99% of the talking for he and Rheingans.

Sarge was light years ahead of Don Kernodle.

Jake was galaxies better than John Nord.
