You're the guy in charge and responsible for it all.  How do you either fix your team if it needs it or change what you see fit?

I think the Yankees are clearly going nowhere this season, so I'd do the following to build towards 2017-20.

Pitching:
Deal Michael Pineida if he has a few decent starts by the trade deadline.  He's always hurt, has great stuff, but is AJ Burnett/Daniel Cabrera-like and not worth keeping long-term.

Deal Aroldis Chapman for the best offer at the deadline. He's a luxury we don't need and already have two of the best relievers in the league.

Give Eovaldi and Severino time as they both have a pretty bright future.

Shut CC down so he doesn't vest for next year.

Put Tanaka under the knife as it's clearly needed and this year is for naught.

Plan on Kapriellian and Clarkin for next year in the rotation, joining Severino, Tanaka and Eovaldi.

Lineup:
Deal Beltran and Gardner if there's any interest at the deadline.
Deal Headley for anything you can get and eat the salary.
If anybody ever offers to trade for Ellsbury, do it.

Let Didi, Castro Bird and Torreyes/Refsnyder man the IF next season.  McCann at C backed up by Gary Sanchez. OF is Hicks/Ellsbury/Judge/Mason Williams or Heathcott.

NY Rangers (all totally obvious):
Doesn't matter how you do it, lose Girardi, Eric Staal, Marc Staal, Tanner Glass, Boyle (gone for sure)
Deal Nash
Don't re-sign Dominic Moore (but thanks for being a good player for us!)
Don't re-sign Stalberg
Trade Hayes-the guy's lazy, period.
Explore deals for McDonagh if the return is that good. He's not been the same since getting hurt last spring.
Don't shut out deals for either Brassard or Stepan. They're good centers, but not #1's and the return could be worth it.

Try to re-sign Yandle (can't believe I said that)
Play Skeij and McIlrath

Get a coach who can work with young players. AV can't.  Shitcan scumbag Ulf Samuelsen as his D and penaltykill teams sucked-bring up Beukeboom to take his spot.

NY Giants:

Hire a new GM other than Jerry Reese.

Let him make the decisons.

Just there being a GM on my team's payroll is an immediate upgrade.

Not my teams per se but I live here so:

Braves-need a new ownership group other than Liberty Media.  They're on the right track as a team and play in one of the biggest markets but act like they're in Green Bay.

Falcons-Blank is completely clueless and has 5 idiots running his front office. He needs to shitcan all of them and get ONE guy who knows what he's doing.

Red Wings-

Draft 2 big BIG BIG!!! stay at home defensemen. Draft 2 big BIG BIG!!! grinding wingers.

Let Franzen, Kronwall and Howard's contracts expire, play them if you can, but no one's going to want to trade for them.

And, change the name of the new arena to something, anything, other than Little Caesar's Arena.....BARF!

Tigers-

Restock the farm system, and rebuild a-la KC Royals. There will be lean years I know. As the team is currently made up, there is not a lot of bang for those big bucks Ilitch has shelled out. Not enough pizza orders to pay the bills.

Lions-

I don't know where to begin. 50+ years of futility says alot. Perhaps there's some kind of curse over the franchise.....I need to get in touch with Papa Shango, maybe he can help me.

Unload Kaepernick. Don't need him on the roster at all.
Get on the Blaine train

There's  a rumor around here that the Giants are  gonna make the Yankees an offer for Andrew  Miller. Wonder what the Yanks want for him?

I've been saying for years now to trade everyone with any value at all.  We could've gotten something for Gardner when his value was much higher 2 years ago, and the same could be said for several others.  We should trade everyone who isn't nailed down for prospects and re-build the minor league system.  Absolutely no one should be untouchable.  If you can get 2-3 prospects for Betances, do it.  Flame-throwing arms out of the pen are becoming a dime a dozen.

I want to see this team at 50 wins next year and in a position to grow, instead of fighting for a Wild Card every year despite being mediocre and clearly not being championship quality.  And no free agent signings of anyone over 25.  Enough tweaking and making it worse, time to blow it up and start over.

The goal should be to be in position to start getting better again by the time A-Rod's salary is off the books in 2018.  Lay the foundation and then add the free agents, just like in the early '90s.

Pineda right now is worth less than zero.
Their top 2 minor league arms, Kaprellian (hurt) and Clarkin (coming back from TJS) are questionable for next season. Our major league staff blows.

You're correct. I'd deal anybody and everybody.

Do what the Sixers did. Strip the team down to nothing. Tank for 3 years. Deal every slightly unfavorable contract away. Start over.

If you can't 'retool' on the fly this is the only way

Flyers:
Try and trade Jake Voracek for a center or a center + winger.
Trade the following for whatever:
Andrew McDonald D
Mark Streit D
Matt Read Wing
Mick Schultz D

Buyout: R.J Umberger

Draft:
1st round: big winger or center
2nd round: trade the Chi & Phi picks, along with one of the 3rd's and go back into the 1st round. Draft best forward available.

sign 1 or 2 cheap UFA defensemen and bring up Ivan Provorov from Juniors next year. Give Travis Konency as long look at training camp. Go out and sign a Matt Martin or Martin type of player in free agency. Let the kids like Morin/Sanheim/Alt/Haag develop in the AHL and bring up Morin or Haag during the season.

Cubs..

Pick up an outfield bat if Jason Heyward doesn't tick upwards and shore up the bench.
Possibly add a quality middle reliever, as well.
