As far as the search results go, I haven't noticed any difference, either. Didn't even realize they added that many papers.
If you click on Browse > Newly Added Content you get everything added in the past 90 days, and it is definitely being updated regularly. I don't see any of it in searches, though, and some of it is only available in Java, trying to load the PDF crashes my browser.
