I think at the time Neidhart was considered the far better promo. Jimmy Hart talked for them, but Neidhart got more promo time than Bret. It took Bret a while to develop on the mic. 

100% true.  Actually, at the beginning of the team and really until Hart split off for a bit to work Bad News, Neidhart was absolutely the better of the two.  Hart talks in his book about how bad he was and that he had to wear sunglasses in all of the interviews because he was a deer in headlights.

I thought by 89/90 Bret started to get it going, I remember a few funny promos with Brett attempting to calm Jim down and such.
