I know two people already gave the same answers, but I think these are correct.  Volek is the only one that I think COULD be off, but I still think he's the right answer.  I don't think anyone has been close to the 32 Bears (closest I've found is a Purple People Eaters team that had a 9.5 ppg.  The Bears were just over 3 pts a game.) And the Rams did start in Cleveland.

Billy Volek was the stud QB.

Best defense ever ~ LAF and JB5 is on the right track by going back to the early days of the league but not the 1932 Bears.

Scratch that.  The very first NFL champs, The Akron Pros only allowed 7 pts on the WHOLE SEASON (0.6 ppg).

Scratch that.  The very first NFL champs, The Akron Pros only allowed 7 pts on the WHOLE SEASON (0.6 ppg).


Okay, let me edit that again.  The 1920 Akron Pros were the APFA. 

The NFL's lowest ppg was indeed the 22 Canton Bulldogs.

The site I'm using says the Cardinals were the 6th top defense with a total of 65 pts allowed for an average of 4.6 ppg.

Are you counting the 23 Cleveland Indians who didn't allow a single point (because for whatever reason, they didn't play a single game)?

The site I am looking at does say the 23 Canton Bulldogs (who allowed 19 pts in 12 games) were secand and the Cleveland Indians were first with 0 pts allowed, but they never even played.

They did. They are the ones that I thought were the right answer, but Beej said someone had a lower average.  The only one I could find was the 23 Cleveland Indians who never played a game but are still in the books for some reason.  I only mentioned the 23 Canton team because they are listed as the number 2 defense that year behind the inactive Cleveland team in the database I am using.

Yeah, I wasn't sure if "your close" was to the 22 Canton team or the 20 Akron team.
