The roles I'm envisioning are a memorable character who might show up once per season and has the episode built around the character or plays a  part in it. A few come to mind for me and I'll give you one to start this off

Earnest T. Bass - Andy Griffith Show

The Larry Sanders show had multiple real-life celebrities that were recurring.  The most notable one was David Duchovny who had a running storyline that he was gay for Larry.  But my favorite recurring spot on that show was Elvis Costello, who caused far more problems than he was worth.  My favorite line, after walking into a dressing room that Costello had trashed, was when Larry said to Artie, "this reminds me of the time we had Angela Lansbury on the show!"

Wouldn't Inspector Luger just be part of the regular cast?  I don't think he was ever on the opening credits, but he was in too many episodes to be a guest.

Dr. Sidney Freidman was another MASH character that was really good, for different reasons obviously.

James Gregory was considered a regular and portrayed Inspector Luger in every episode of 1977-78 on “Barney Miller”. That was the only season in which he was in the opening credits, to my recollection. I believe that he was billed as special guest star once the character became a frequently recurring part of the show. Luger was a recurring character in all of the other seasons; 2 episodes in 1974-75, 5 in 1975-76, 8 in 1976-77, 9 in 1978-79, 6 in 1979-80, 7 in 1980-81, and 6 in 1981-82.

-"Parks & Recreation" has a whole host of recurring characters, but I'd say the most prominent is Jean Ralphio. Councilman Jam and Perd Hapley would be there, as well.

-Dwight's brother, Mose, on "The Office". David Wallace was a recurring (and important) character for most of the show's run. Darrell was initially a recurring character, but was eventually promoted to full cast.

-The two cops, Smitty and Hoppy (plus Swanny) on "Sanford & Son", who made the jump to "Sanford". Can also throw in all of Fred's friends-- Bubba, Grady, etc.

-Only 2 seasons in, but "What We Do in the Shadows" has Simon the Devious (he might be dead), plus the Northern New Jersey Mosquito Collectors.

-"Family Ties" had Skippy, the nerdy neighbor. Think he became a regular, though.

-One of my favorites, "Hill Street Blues" had Leo the jailer for most of the series run.

That reminds me of Sid the Snitch on "Hill Street Blues".

I would disagree with this, he was the main antagonist for an entire season, season and a half. Great choice though

Would you count Cliff Clavin and Eddie Haskell? In both cases, I'd say they were recurring characters who got promoted.

In Cliff's case I guess it depends on if his name was always part of the opening credits or not. I don't know offhand.

John Ratzenberger as Cliff Clavin wasn't in the opening credits of the first season of "Cheers", but was for every season thereafter. In the first season he was in the ending credits, usually if not always having a credit alone rather than sharing the title card with another performer. The show ran for 271 episodes and he appeared in 270 of them. The only one he didn't appear in was episode 4 of season 1. Despite not appearing, he was still included in the ending credits, suggesting both that a scene with him was shot, or at least originally scripted, but was edited out and that, even at that early stage, John Ratzenberger was considered a regular member of the cast as Cliff.

Having just watched Justified again and even though he was only in 5 episodes Jonathan Tucker who played Boon was quite the interesting character.

Damon Herriman and Jeremy Davies who played Dewey Crowe and Dickie Bennett respectively are worthy of mention here.

Many great performances in Justified over the six seasons.

I wouldn't say he was "great", but Marilyn Manson as an inmate on "Sons of Anarchy' always got a chuckle from me.
